When I tried to make paths over the road a little box comes up and says that the land is not for sell. How do I expend to the other side of the road?

Look on the arch icon where you open and close the park and set price for this original RCT scenario. There is a spot which has dotted lines and other spot which has solid lines. Both of these have white posts. Select the dotted lines one and you'll find construction rights. Don't do it!!!!! you can do tons! better just by buildind a coaster thats elavated above the park and an under gound coaster. And for the sake of the guests
just add trees bushes and every other tipe of theaming eneywhere it fits. It worked for me! It'll work for you!
You can do it without using the land across the road, but I love that spot of land. It is perfect for building a big coaster. I put most of my rides in the small part, the 'Swamp Thang' coaster and a few shops and rides on the big part across the road.
