4 Steps total
Step 1: Close Sticky Notes
Step 2: Locate the legacy Sticky Notes data
%AppData%MicrosoftSticky Notes
Step 3: Rename the data file
StickyNotes.snt to ThresholdNotes.snt

Step 4: Copy the DB to the new location
Copy ThresholdNotes.snt to %LocalAppData%PackagesMicrosoft.MicrosoftStickyNotes_8wekyb3d8bbweLocalStateLegacy
This will do a 1 time import of your old Sticky Notes to the new windows app.
If for some reason you deleted the Note after the import and you want to re-import, close sticky notes and rename the plum.sqlite file in %LocalAppData%PackagesMicrosoft.MicrosoftStickyNotes_8wekyb3d8bb.
This will trigger the import again

If your Sticky notes are from a Windows prior to Win 10 v. 1607, you must ensure that the Sticky Notes App has NEVER been opened (If it has, reset it) and follow the instructions above.Win10 Sticky to Win10 Sticky:
If your Sticky notes are from a Windows 10 v. 1607 or newer, you must ensure that the Sticky Notes App HAS been started and is now closed.
Then you just copy %LocalAppData%PackagesMicrosoft.MicrosoftStickyNotes_8wekyb3d8bbweLocalStateplum.sqlite from the old Windows to the new one..EhlerTechs new User Migration GUI for USMT handles sticky notes from Windows 7 and up to Windows 10.1803. They built this into their gui on our request!
